Established on August 22, 1972, as the 'New Government College,' it initially operated from Ravenshaw Collegiate School. The college was relocated to the premises of the College of Accountancy and Management Studies at Jobra on January 1, 1973, and was formally inaugurated on January 19, 1973, by the then Education Minister of Odisha, Mr. Binayak Acharya. Subsequently, it was renamed 'City College' and later christened as Jatiya Kabi Bira Kishore College to honor the esteemed poet and freedom fighter, Bira Kishore Das .
